I-10 Interchange Improvement Project
East Ramsey Street and Main Street
Background
The Project aims to provide safe, sustainable, and innovative designs for the City of Banning and Community of Cabazon in Riverside County, CA. The Project proposes to redesign two local street interchanges along the I-10 at the East Ramsey Street and Main Street overcrossings. Each interchange is evaluated under three alternatives, a total of six designs. The development of this project includes two of the first features of the CPP Senior Projects: using Bentley Open Roads Designer and the Intersection Safety and Operations Assessment Process.
Main Street
Alternative 1 (SPUI)
All four ramps meet at a single point of controlled access, which accommodates heavy left turn volumes the best.
Alternative 2 (Hooks) — Selected
Typically designed where the local streets run parallel to the freeway mainline.
Alternative 3 (Tight)
Commonly placed interchange design but feature operational disadvantages with closely spaced signals.
East Ramsey Street
Alternative 1 (Trumpet)
Provides the most efficient operations, but comes with the highest cost and right-of-way impacts.
Alternative 2 (Diamond)
Permits the most future adaptability, but requires re-aligning the I-10 Freeway.
Alternative 3 (Tight) — Selected
Fits within the constrained limits, requiring retaining walls and unfavorable operations.
PSR
The Project Study Report summarizes all elements of the project that led to the selected alternative.
PEAR
The Preliminary Environmental Analysis Report documents impacts to the runoff, air-quality, communities, and ecosystems.
ISOAP
The Intersection Safety and Operations Assessment Process is the successor to the Intersection Control Evaluation.
Complete Streets
Summarizes the recommended complete street elements versus the designed.
Construction Staging
List the stages of demolition and construction of the alternatives.
Risk Register
Evaluates the risk based on the existing condition and provides mitigation measures.
Cost Estimates
Tabluates each alternatives quantity and unit costs to get a gross total cost.
B/C Analysis
Monetizes the benefits and costs to determine the most cost-effective design.
Decision Matrix
Graded based on eight weighted criteria, determining the preferred alternative.
Supplemental Traffic Report
Includes additional information about Vehicle Mile Travelled (VMT) analysis and Bus on Shoulder (BoS) Analysis.
